CAT 0 Preparation costs (lump sum),
CAT 1 Staff (unit cost),
CAT 2 Office & administration (flat rate),
CAT 3 Travel & accommodation (flat rate),
CAT 7 Other costs (flat rate),
CAT 9.1 Strategy forum (lump sum).
