Baltic Sea2Land

The project Baltic Sea2Land equips public authorities with the navigator tool that helps harmonise land and marine planning and balance initiatives that impact coastal development.
Project summary

Coastal areas in the Baltic Sea Region face increasing challenges due to overlapping jurisdictions, environmental pressures, and growing demands from tourism and settlement. Effective management of land-sea interactions requires integrated governance that balances environmental, cultural, and economic interests while supporting sustainable development aligned with the European Green Deal and the Sustainable Blue Economy.

The Baltic Sea2Land project brings together partners from seven countries to strengthen multi-level governance and foster transnational cooperation. By engaging public authorities, blue economy sectors, and local communities, the project ensures that diverse perspectives are included in planning processes. This collaborative approach helps overcome fragmented decision-making and promotes coordinated solutions for resilient coastal development.

A key achievement of the project is the development of the Sea2Land Navigator, a practical guidance and decision-support platform designed for authorities and stakeholders across the region. The Navigator provides tools for assessing land-sea connectivity, identifying conflicts and synergies, and supporting well-informed decisions that balance competing interests. It serves as a resource for integrated planning, enabling stakeholders to work together toward sustainable use of natural and human capital.

Through joint activities, knowledge exchange, and pilot applications, Baltic Sea2Land has demonstrated the value of cross-border collaboration in addressing shared challenges. The project’s outputs contribute to long-term strategies for coastal governance, ensuring that solutions are not only technically sound but also socially inclusive and economically viable.

By connecting governance levels from local to international and fostering partnerships among sectors, Baltic Sea2Land strengthens the capacity of the Baltic Sea Region to manage its coastlines in a sustainable and integrated way. The project leaves behind practical tools, policy recommendations, and a network of engaged stakeholders committed to preserving the region’s coastal diversity and resilience.
