Baltic Sea2Land

The project Baltic Sea2Land equips public authorities with the navigator tool that helps harmonise land and marine planning and balance initiatives that impact coastal development.
Project summary

Coastal areas in the Baltic Sea Region face growing pressure from tourism, energy development, settlement and environmental protection. At the same time, responsibilities for managing land–sea interactions are often fragmented across sectors and governance levels. This makes coordinated planning difficult and creates challenges for sustainable coastal development.

The Baltic Sea2Land project brought together partners from six Baltic Sea countries to improve cooperation and strengthen multi-level governance at the land–sea interface. The project engaged planners, public authorities, blue economy sectors and local communities to better integrate environmental, social and economic interests in coastal planning.

A key project result is the Sea2Land Navigator, a practical guidance and decision-support platform for planners and decision-makers. The Navigator combines spatial data, knowledge resources and governance tools to help stakeholders assess land–sea interactions, identify conflicts and synergies and support more informed planning decisions. It provides practical guidance for integrating land and maritime spatial planning and for improving cooperation across sectors and governance levels.

Through joint activities, pilot applications and knowledge exchange across six countries, Baltic Sea2Land demonstrated how transnational cooperation can help address shared coastal challenges. The pilots tested new approaches to governance and planning and provided practical experience for authorities and stakeholders.

The project leaves behind lasting results: the Sea2Land Navigator, policy recommendations and a network of organisations working together to improve coastal governance. These results support more coordinated, inclusive and sustainable management of coastal areas across the Baltic Sea Region.
