The project ClimaResponse helps local authorities reduce climate and disaster risks, improve their response to extreme weather events, and build long-term regional climate resilience through targeted strategies, training and cooperation.

Building climate-resilient communities: ClimaResponse is a transnational project supporting municipalities and regional authorities in the Baltic Sea Region to strengthen their climate resilience through practical tools, tested methodologies, and cross-border collaboration on climate adaptation and disaster risk reduction.

Climate resilience starts locally.

Across the Baltic Sea Region, municipalities are increasingly facing floods, storms, coastal erosion, heatwaves, and other climate-related hazards. While local authorities play a central role in protecting communities, infrastructure and local economies, many municipalities lack resources, practical tools and tested approaches to strengthen climate resilience and prepare for future risks.

The ClimaResponse project — or Responsive Local Action for Climate Change Adaptation and Disaster Risk Reduction — helps municipalities and regional authorities turn climate resilience ambitions into practical action. Led by the Council of the Baltic Sea States (CBSS) and co-funded by the Interreg Baltic Sea Region Programme, ClimaResponse brings together twelve partners, including municipalities, research institutions and regional organisations, to develop and test innovative solutions for climate adaptation and disaster risk reduction.

Through transnational cooperation, project partners are developing and testing practical solutions, including climate resilience planning guidance, cross sectorial climate resilience working groups, methods for engaging vulnerable groups in resilience planning, awareness-raising approaches, and a digital planning platform to support municipalities in their climate adaptation and preparedness decision-making. These solutions are being tested and refined in pilot municipalities across the Baltic Sea Region to ensure they respond to real local needs.

By working together across borders, municipalities can learn from each other's experiences, adapt successful approaches to their local context, and build long-term capacity to address increasingly complex climate risks. The project contributes to more resilient, inclusive, and prepared communities throughout the Baltic Sea Region.

ClimaResponse builds on the results and experience of previous climate resilience and disaster risk reduction initiatives in the Baltic Sea Region, including ClimaLoc, the Handbook on Local Climate Adaptation and Resilience, and CASCADE. By drawing on knowledge generated through these earlier collaborations, the project helps translate proven approaches into practical tools and methods for municipalities and regional authorities.
