The EU decarbonisation pathway places decentralised renewable energy production at its core. In this, we can see a shift in the level of individual consumer decision-making towards higher independence in energy-related decisions, moving societies closer to energy democracies. Municipalities, as crucial agents of change on the local level, are key elements of such a transition; however, there are still substantial knowledge gaps on what and how municipalities can help foster energy democracies. This is what the Enercracy project solves.
The Enercracy project gathered diverse experiences in energy and climate planning across the Baltic Sea Region and beyond to showcase actions that enable the decentralised energy transition, foster energy communities and prosumerism, and upscale the use of solar and wind technologies. This knowledge is aggregated in the Model Catalogue of Measures – a crucial tool for municipal-level climate and energy planning. The Model Catalogue of Measures is further tested in six municipalities across five countries to assist the development or update of climate and energy planning documents. The measures span across all sectors of decarbonisation, and include strategies for households, businesses, and other actors. In this light, the Enecracy project is at the centre of fostering localities through transboundary cooperation and action.
