A key focus of the project is on new models of energy transition, such as energy communities, the emergence of prosumers, and the wider deployment of renewable energy. These approaches create opportunities to link climate goals with local economic development and community cooperation, bringing the energy system closer to end users while increasing its flexibility and resilience.

Starting Point of Tori Municipality and the Need for a More Detailed Action Framework

Tori Municipality currently operates within the framework of the Pärnumaa Climate Plan 2030, which was developed in 2021-2022 as a joint document of local governments in Pärnu County. The plan sets general objectives for reducing greenhouse gas emissions, adapting to climate change, promoting sustainable land use, protecting public health, strengthening crisis and rescue capacity, and advancing circular economy principles. It also includes municipality-specific actions, including measures related to Tori Municipality.

Although it is an important strategic document, the climate plan is inherently general. Most measures lack clear timelines, prioritization, and assessments of their impact or resource requirements. Furthermore, most indicators are not designed for regular, municipality-level monitoring. A significant portion of the described activities focuses on ongoing or routine tasks, such as raising awareness and fostering cooperation, while large-scale investments and structural changes are less represented.

From General Objectives to Implementable Measures

The Enercracy project supports the transition from general visions to a clearer understanding of local priorities, implementation capacity, and the sequencing of actions across policy areas. The project’s catalogue of measures covers a wide range of topics, enabling the assessment of both the adequacy of existing actions and the need for new interventions.

In the energy sector, the project focuses on opportunities in energy efficiency, energy communities, prosumer development, and renewable energy technologies. While Tori Municipality has been actively engaged for years in improving energy efficiency through the renovation of municipal buildings, in other areas it currently sees its role primarily as a facilitator, coordinator, and awareness-raiser for local initiatives. At the same time, it is important to define whether and how the municipality can more actively support the spread of these new forms of energy transition. This includes, for example, addressing how to create a supportive environment for the development of cooperative energy communities among apartment associations, local communities, and businesses.

For Tori Municipality, the project provides a more realistic assessment of implementation capacity and helps identify areas where existing activities could be strengthened, complemented with larger-scale interventions, or more clearly linked to development plans and investment decisions. While in the energy sector, the municipality currently sees its role mainly as a coordinator and initiator rather than a direct investor, in areas such as land use, climate adaptation, and crisis preparedness, the municipality has a more direct governance responsibility.

Current Stage and Contribution to the Sustainability of Tori Municipality

At its current stage, the Enercracy project in Tori Municipality is in an analytical and preparatory phase of updating its energy and climate action framework. This includes assessing the relevance and adequacy of existing measures, identifying gaps related to timelines and responsibilities, and defining priority intervention areas. Mapping the current situation—including climate risks, land use patterns, infrastructure vulnerabilities, and energy consumption—provides an evidence-based foundation for decision-making. This process supports a shift from broadly formulated intentions to a clearer decision-making logic and improves the transparency and credibility of energy and climate-related actions at the municipal level.

Based on the catalogue of measures developed during the project, the next step is to design an updated and more implementation-oriented energy and climate action plan that serves both strategic and practical needs. The updated measures will be integrated into the municipality’s development plan, increasing their feasibility and ensuring alignment with budgeting, spatial planning, and sectoral policies. This integration improves the municipality’s ability to move from intentions to actual implementation and to monitor progress over time.

Through the Enercracy project, Tori Municipality strengthens its capacity for more systematic, data-driven, and long-term planning. By addressing energy issues alongside broader environmental and societal factors, the municipality contributes to a balanced, locally grounded approach that supports sustainable development and considers both environmental and community needs.
