ChemClimCircle-2 (CCC-2) addresses a key policy integration challenge that is still emerging: linking climate protection, circularity, and chemicals reduction objectives within public procurement.
For a truly sustainable transformation, the materials, goods, works, and services procured by public authorities must be circular, climate-neutral, and free of toxic substances. Procurement criteria need to reflect this ambition.
The project’s “ChemClimCircle approach to Green Public Procurement” offers practical solutions for a circular future and serves as an effective tool to combat climate change. However, implementing this approach is complex - it requires training, coordination, and strong political commitment.
CCC-2 will pilot, document, and evaluate the ChemClimCircle approach in around 50 procurement use cases across 10 municipal and 3 regional authorities in the Baltic Sea Region. Each pilot will be supported by a competent advisory team, assessing both the procurement process and its environmental impact.
A monitoring concept and impact assessment criteria will be developed and integrated into the final project outcome – the “ChemClimCircle Navigator for Green Public Procurement.” This digital solution will include a comprehensive learning programme to support adoption and capacity building.
The Navigator and related tools will be promoted and replicated by the project’s 23 Associated Organisations, making them accessible to all public authorities across the Baltic Sea Region. The project also aims to facilitate policy uptake at regional, national, and local levels, advancing green and circular procurement as a standard practice in the region.
