Uniting for a sustainable Baltic Sea Region: key takeaways from the EUSBSR Annual Forum 2024

Written by Anna Zaccaro

Discover how stakeholders at the Annual Forum of the EU Strategy for the Baltic Sea Region are forging powerful partnerships to tackle climate challenges, strengthen security, and shape a green future—together.

The Annual Forum of the EU Strategy for the Baltic Sea Region was more than just another meeting—it was a powerful reminder of what’s possible when diverse minds come together to tackle big challenges. As the Annual Forum unfolded with nearly 30 workshops, seminars, and panel discussions, one message resonated clearly: the need for stronger  cooperation across the countries has never been more urgent. From sustainable transport systems and energy security to the region’s competitiveness and preparedness, the agenda covered vital macro-regional topics. The ongoing war in Ukraine and its profound impact on the EU and the Baltic Sea Region were central to almost every discussion.

Our team actively participated in several sessions and activities throughout the three days of the Forum. The Engagement Day, provided an opportunity for four underrepresented target groups—local authorities, civil society, youth, and the business sector—to present their cooperation ideas and receive feedback from Policy Area coordinators. Our team engaged with these groups to share funding opportunities within our Programme. Throughout the event, we also had a presence in the networking village with our stand. It was great to see the strong interest in our Programme opportunities. Alongside questions about future calls, attendees were keen to learn about the impact of our past and ongoing projects, and we were excited to showcase their work.

Financing Cooperation in the Baltic Sea Region

The financing session at the Annual Forum showcased various financial instruments supporting the EU Strategy for the Baltic Sea Region (EUSBSR), with funding from Interreg Baltic Sea Region, Interreg Central Baltic, Erasmus+, the Swedish Institute, and EU funds. These resources enable impactful projects, from small initiatives to large-scale collaborations. The BSI_4Women project, led by the Rzeszow Regional Development Agency, highlighted cross-border cooperation by supporting Ukrainian refugee women through an incubation program, empowering them to start businesses. This aligns with EUSBSR’s goals in Innovation and Education, contributing to economic resilience. Presentations emphasized the value of synergy across funding programs to boost regional cooperation and progress.

Shaping the Future: Interreg Baltic Sea Region and Central Baltic Programme Session

Our joint workshop with the Interreg Central Baltic Programme, titled “Have Your Say on Interreg Funding in the Baltic Sea Region after 2027,” was organized as part of a stakeholder consultation initiated by the European Commission to gather input on the future of European territorial cooperation. The workshop gathered a wide range of stakeholders to help shape Interreg’s future priorities, focusing on resilience, environmental protection, and the green transition both from the transnational and cross-border cooperation point of view. The participants confirmed the importance of the cooperation for strengthening the resilience and security of the region, improving the environmental state of the Baltic Sea and securing a green transition in the region.. A broad perspective on security and resilience was called for, including youth involvement and ensuring opportunities for regions without higher education institutions. The environment should become a key stakeholder concluded another group. The most effective measures to secure the environment should be better promoted and the policy level better engaged.  For green transition cross-sectoral partnerships were seen as essential together with a broader approach to funding for innovations.  Interreg Baltic Sea Region and Central Baltic Programmes will consider the workshop outcomes as part of their consultation process when compiling the reports on stakeholders’ views by the end of the year.

We’re excited for next year’s forum in Poland and look forward to connecting with even more stakeholders and target groups across the region to drive collaboration and progress forward.
