On 9 September 2026, Hamburg will host HAPEX26, a large-scale pilot exercise testing how spontaneous volunteers can be effectively integrated into organised emergency and civil protection structures.
Taking place across several locations in Altona, the exercise will bring together around 100 international participants. The scenario combines two major challenges facing cities like Hamburg: a storm surge and a prolonged heatwave. By bringing together an established emergency scenario with the increasingly relevant challenge of extreme heat, HAPEX26 will provide a complex and realistic environment for testing new approaches to emergency response.
Participants will take on different roles as civilians, spontaneous helpers and spontaneous helper leaders. Throughout the exercise, they will move from being members of the public to actively supporting emergency and civil protection authorities in responding to around ten operational situations. The exercise will involve cooperation with authorities responsible for flood and dike defence, as well as close interaction with the Hamburg Fire Brigade and emergency medical services.
A key objective of HAPEX26 is to explore how spontaneous helpers can be integrated into existing emergency response structures and contribute meaningfully to crisis management. The exercise will also provide an opportunity to test cooperation between authorities, organised responders and civil society under realistic conditions.
