PV4All is a collaborative initiative involving six partners from five European countries, each addressing unique regional challenges to increase photovoltaic (PV) energy adoption. Despite being one of the most cost-effective forms of energy production, PV adoption in this region remains significantly low. Recognizing the diversity in social, economic, and regulatory conditions, PV4All adopted a flexible approach tailored to local needs. The project’s foundation, the PV4All Atlas, provided essential data on regional PV potential, guiding partners to identify key target groups: private persons (like urban tenants or houseowners in the landscape), private institutions (e.g. large housing enterprises) and public institutions (municipalities, local & regional administrations). This led to the development of a PV4All Toolbox, including practical ideas to promote the usage of PV energy like digital seminars and on-site events, exhibitions, free consultations, simple step-by-step guidelines for plug-in PV to support PV adoption.

Key achievements include the communicative accompaniment of regulatory changes in Lithuania allowing balcony power plants, empowering urban residents to produce their own energy. In Finland, PV4All created the country’s first solar calculator, helping individuals assess local PV potential. Germany focused on outreach to socially disadvantaged groups, introducing PV as a relevant option to a new demographic. Sweden and Poland promoted Agri PV, integrating PV with agricultural land use, allowing farmers to generate renewable energy while growing crops.

By addressing region-specific barriers and opportunities, PV4All is making PV energy accessible and practical for a wide range of communities, creating a lasting impact on renewable energy adoption across the Baltic Sea Region.
