Technical details

On November 7, 2024, Kurzeme Planning Region organized the first regional strategy laboratory as part of the “Social Innovation and Social Entrepreneurship Ecosystem” (RESIST) project. The online event brought together representatives from the Ministry of Welfare and all five planning regions of Latvia: Latgale, Riga, Vidzeme, Zemgale, and Kurzeme.

During the meeting, participants analyzed and discussed the Latvian Social Economy Action Plan for 2025–2029, focusing on the legal aspects of social economy, the division of responsibilities, and monitoring systems.

The discussion was led by Imants Lipskis, Director of the Labour Market Policy Department at the Ministry of Welfare, and Juris Cebulis, Senior Expert of the project “Support for Social Entrepreneurship,” who provided valuable insights.

Nine representatives from all Latvian planning regions participated:

  • Kurzeme Planning Region (the event organizer, ensuring both moderation and the compilation of information)
  • Latgale Planning Region
  • Riga Planning Region
  • Vidzeme Planning Region
  • Zemgale Planning Region

Participants addressed the main activities and challenges faced by regions in strengthening and developing the social entrepreneurship ecosystem. They also exchanged experiences and shared suggestions for improving the action plan to further the development of Latvia’s social economy.

Following the Strategy Lab, discussions will be held with regional ecosystem stakeholders to gather feedback on the measures developed by the Ministry of Welfare, including:

  • Planned activities and expected outcomes
  • Secific performance indicators
  • Responsible and co-responsible institutions

The collected insights from ecosystem participants will be submitted to the Ministry of Welfare to be incorporated into the Social Economy Action Plan.
