Zemgale Planning Region Working Group Discusses Green Industrial Development and Climate Initiatives
09 September 2025
At present, the Zemgale Planning Region is implementing 29 development projects, most of which are related to the environment, energy efficiency, and climate change mitigation. As emphasized by Head of the Development Department, Dace Vilmane, environmental and climate issues are the top priority, as the region adapts to modern requirements and trends.
Particular attention during the meeting was given to the project “Green Industrial Areas”, whose pilot territory is located at the company Laflora, where, alongside the creation of a green industrial zone, a wind farm is being developed in cooperation with AS Latvenergo. This project represents a significant contribution to Latvia’s energy independence by ensuring the production of green energy, creating new jobs, and providing long-term benefits for local communities and the national economy. “Our goal is to show that green industrial zones are not just a concept for the future, but a real opportunity to combine industrial development with climate goals. The Laflora project proves that it is possible to simultaneously create jobs, attract investment, and generate green energy, thereby strengthening both the region and the national economy,” stressed Laflora representative Sabīne Alta.
Although the “Green Industrial Areas” project will conclude at the end of the year, one important activity is still ongoing – regional analysis. Participants were introduced to a study by KPMG on the potential of green industrial zones in Zemgale, which assesses the region’s industrial areas to promote climate-neutral and sustainable development. Initial findings show that the region has already integrated the EU’s “green” objectives into its planning documents, but further development of industrial innovation and industrial symbiosis is needed.
Meanwhile, representatives of the Ministry of Environmental Protection and Regional Development (VARAM) presented municipal experiences in the development of business areas, which, with the support of EU funds, foster the transition to a climate-neutral economy, create new jobs, and improve the region’s competitiveness.
At the end of the meeting, participants had the opportunity to take a guided tour of Laflora’s upcoming wind farm.
