Empowering Rural Innovation: A Methodology and Online Tool for e-Bio-Business Development

The Methodology for Supporting e Bio Business Launching provides a structured framework designed to support rural SMEs to develop innovative, sustainable, and digitally enabled business models. Developed within the Interreg BSR project eRural Resilience, the methodology responds to the growing need to strengthen rural economies by leveraging the combined potential of bioeconomy and digitalization.

Rural enterprises often face specific challenges, including limited access to innovation ecosystems, smaller local markets, and gaps in digital competencies. The methodology responds to these challenges by providing structured and practical guidance for entrepreneurs and business support organizations seeking to create resilient businesses that contribute to both local development and environmental sustainability.

It combines data collection, analysis, and tailored recommendations into a practical and easy-to-follow approach.

A key element of this methodology is the online assessment tool, which translates the conceptual framework into a practical and user-friendly digital solution. The tool enables business support organizations (BSOs) to systematically assess the readiness of companies for e‑bio‑business development and to plan targeted support measures.

The assessment process is structured into two complementary stages. It begins with a preliminary self-assessment question

naire consisting of 19 questions, which companies complete independently to provide an initial overview of their current situation and development needs. This is followed by a more comprehensive assessment conducted in collaboration with a business advisor, enabling a deeper analysis and fostering a structured discussion on the company’s future development opportunities.

The assessment framework is built around four key dimensions:

  • Business and management
  • Digital competencies
  • Bio-resource valorization and organic production
  • Networking and collaboration

Based on the collected responses, the tool generates a visual e Bio Business Wheel, providing an intuitive representation of the company’s maturity level across all four dimensions. The visualization helps identify strengths, development areas, and strategic priorities, supporting informed decision-making, self-reflection, and targeted advisory services. By offering a holistic view of

 business readiness and innovation potential, the tool serves as a practical guidance for planning the transition towards sustainable and digitally enabled e-bio-business models.

In addition, the tool includes a roadmap function, enabling users to define tasks, timelines, and responsibilities. The process concludes with a customized report, combining assessment results, visualizations, and actionable recommendations to support the development of e‑bio products and services.

The platform is designed as a dynamic web-based application with conditional logic, ensuring a personalized user journey. It supports multiple users and organizational workflows and is available in seven languages: English, German, Estonian, Polish, Latvian, Finnish, and Danish, making it accessible across different regions.

As highlighted by Triin Vakker, business consultant of project partner Tartu County Development Association:

 

“The online tool is a valuable support tool for consultants, enabling a structured assessment of a company’s readiness, identification of competence gaps, and the creation of tailored development roadmaps for e‑bio products and services. It combines a structured questionnaire with in-depth interviews, providing both a clear overview of company activities and deeper insights into strategic priorities and bottlenecks.”

 

The development of the tool followed a co-creation approach, involving project partners throughout testing and refinement phases, ensuring its practical relevance and usability.

Overall, the methodology and the online tool together provide a practical and scalable solution for strengthening the capacity of rural SMEs and support organizations. By combining structured assessment, visualization, and strategic planning, the solution contributes to the development of resilient and innovation-driven e‑bio‑business ecosystems in rural areas.
