The Draft Model Catalogue of Measures for Energy Plans compiles examples of municipal climate and energy actions across seven domains, including fostering energy efficiency, scaling up prosumerism and energy communities, developing the capacity for renewable energy production and storage, decarbonising the transportation sector, and adapting to and mitigating climate change. Each section comprises actions at various scales and with different impacts, suitable for municipalities of different sizes and at different stages of decarbonisation.
