
Tartu Circular Economy Transition, Estonia

The Tartu Circular Economy Transition Arena brought together NGOs and other local actors to foster the transition towards circular economy in Tartu County. The arena process was connected to the drafting of the Tartu County Roadmap of Circular Economy, which affects 8 local municipalities.
The workshops engaged around 18 representatives of social enterprises and NGOs, including neighbourhood associations, advocacy organizations, and foundations. The workshops culminated in a wider event with 60 participants, including representatives from municipal governments, business sector, NGOs and the general public.
As a result, a network of local frontrunners in the circular economy began to take shape. Participants gained a better understanding of their roles and connections within the transition to a circular economy. The Transition Arena group provided feedback and 34 concrete proposals for the draft of the Tartu County Roadmap of Circular Economy – half of which were integrated into the final version.
Annual networking events are being planned to bring together circular economy stakeholders for collaboration and knowledge exchange. New cooperation formats are being developed between local authority recycling stations and REuse organizations. Experts will also be involved in designing behavior change interventions to introduce and deploy REuse models.
