How a cold-storage electricity bill became a working energy cooperative.

Energiaühistu Oma Elekter is a cooperative based in Obinitsa, in Setomaa vald in southeastern Estonia, just a few kilometers from the Estonian-Russian border. Its 15 members include local berry growers connected to the Seto Aiad cold storage facility. Because of its remote location, energy security is especially important here – a need the cooperative’s activities directly support.

The operational model & energy flow

The solar PV plant is built on the roof of a local vegetable processing company. Beyond covering the facility’s own consumption, the plant can sell up to 15 kWh to the grid. The battery’s main role is safety rather than surplus storage: since the facility includes cold storage, a power outage lasting even two days could spoil stored produce, so the battery – together with an alert system for the facility manager – helps prevent that risk.

The journey of the Obinitsa Pilot Site

Obinitsa energy community began with a concrete problem: high electricity bills at the Seto Aiad cold storage facility, and the risk that came with them. When a power outage once prevented the freezing equipment from restarting automatically – with no warning sent – several tonnes of berries melted. That moment made clear the issue wasn’t only about price; it was about risk and reliability for local producers.

Tartu Regional Energy Agency and Seto Aiad began the discussion, later joined by local residents and businesses. Establishing an energy community was a StartSun project requirement, but involving the wider community gave the idea more meaning than solving one facility’s problem alone. Seto Aiad’s own experience as a functioning cooperative since 2016 made it a natural model to follow – even the initiators admitted the concept was confusing at first, until they decided to structure it as a cooperative, which made it click.

The real obstacles weren’t technical. Approval from the Rescue Board took longer than expected, the first public procurement had to be cancelled over an unworkable deadline, and the electricity sales agreement is still being finalized. Progress depended on open communication, patience, and personal networks in the area – including honesty about what wasn’t yet working, not just what was.

A working model that is still growing

Obinitsa’s cooperative moved all the way from idea to formal reality: it was officially established at the notary, a moment described as when “it really felt that this now exists.” A larger engagement event is planned for the end of summer, once the solar park and storage system are fully operational and their impact can be assessed. The next step for Oma Elekter is simple but telling: finding the next problem the community can solve together.
