How to include local and small organic food producers in the tender process?

Dynamic food procurement in the EU is growing as municipalities adopt innovative practices to promote sustainability and healthier food options. This approach allows public institutions to streamline processes, reduce carbon footprints, and support local economies by sourcing from small and medium enterprises.

In this webinar, you’ll learn more on how the amount of small-scale, local and organic food can be increased through a dynamic procurement system. A 90-minutes online session to showcase and discuss ongoing innovations in short and green food supply procurement in Karlstad-, Vallentuna-, and Copenhagen regions.

What is the dynamic procurement model?
A dynamic purchasing system (DPS) is a model of procurement which operates on an open market, meaning suppliers can join at any time, subject to a qualification stage, or if bids close, they will re-open frequently so new suppliers can consistently be on-boarded. It is used by contracting authorities for standardised purchases including food products, and DPSs are fully electronic.

The procurement process takes place digitally, via electronic platforms, through which food suppliers, such as small-scale farmers and SMEs, can sell products directly to contracting authorities. Larger tenders are broken into smaller lots for which small-scale food producers can bid electronically. The system dynamically adjusts to seasons and produce availability because it is managed directly by producers, and it allows for direct contact between producers and contracting authorities.

Why participate?
Regional and national collaboration on dynamic food procurement for public meals is essential. The goal of these exchange meetings is to increase the knowledge on good practices and solutions that have been or are being tested in various regions in the Nordic countries. Important elements in this are the provision of access to doable and replicable solutions across national borders and at the same time to promote innovative digital solutions that also contribute to the digital green transition.
