The Municipal Office Building of Carnikava, a public administrative building constructed in 1983 on Stacijas Street in Carnikava, Latvia, managed by Ādaži County Municipal Agency’s communal services body (Carnikavas Komunālserviss), implemented a heat load management and smart temperature control upgrade, complemented by the physical replacement of radiators and thermostats on one floor of the building. The project was completed within 12 weeks, required external experts, and followed construction law regulations throughout.
The total investment exceeded €1,000, fully self-financed, and is estimated to generate less than €500 in annual savings, with full payback expected to take more than 3 years. Beyond the energy efficiency gains, the project has delivered a clear qualitative benefit — a noticeably improved indoor climate – which is particularly valuable in an administrative working environment where staff comfort directly affects productivity.
