10 April 2026
Technical details

Karlskrona municipality, located in Southern Sweden, is the global centre for offshore energy infrastructure, home to the largest undersea power cable company. However, the globality of Karlskrona municipality is matched by local commitments to the energy transition. There, various community-driven energy initiatives, such as the Karlskrona Solar Park, are already established and operational, providing examples of the democratisation of energy systems. In the Enercracy project, pathways for fostering even stronger local energy democracy will be assessed and implemented, guiding the future of decentralised and community-based energy systems.

Key measures of the envisioned Karlskrona Climate and Energy Plan:
– Fostering and enabling energy communities,
Strengthening prosumerism,
Enabling the use of renewable energy in transportation.

Subsequently, these and other elements of the climate and energy planning will be addressed within a diverse group of practitioners and local representatives. Follow the journey of the Karlskrona municipality in developing the Municipal Climate and Energy Action Plan!

As the Enercracy project moves into its second year, the theoretical becomes practical. During the next twelve months, the knowledge compiled in the Draft Model Catalogue of Measures for Energy Plans will be actively used to develop or update municipal climate and energy plans to enable energy communities and prosumerism, as well as to upscale the use of renewable energy. This article series highlights each municipality participating in piloting the Catalogue to enable local energy democracies. Karlskrona municipality, together with the South Swedish Energy Agency and the Swedish National Work Group, developed within the Enercracy project, is responsible for developing the Karlskrona Energy and Climate Action Plan for Energy Communities and Prosumerism.
