Tori municipality in Estonia takes on the challenge of becoming more self-sufficient

Located near Pärnu, a regional centre of Western Estonia, the Tori municipality is a growing area in an environmentally attractive location. Simultaneous population growth and a growing sense of environmental responsibility motivated the Tori municipality to develop a dedicated climate and energy plan, which it currently adheres to as part of the Pärnu County Climate Plan. The further localisation of the plan enables more concrete planning for renewable energy production and storage, prosumerism, and energy communities, as well as balancing the perspectives of the local residents, developers, and the municipality itself. It also allows integrating biodiversity and environmental protection concerns – key pillars of actions in Tori municipality – into planning for adaptation to and mitigation of climate change.
Key measures of the envisioned Tori Municipality Climate and Energy Action Plan include:
– Supporting decentralised renewable energy production,
– Fostering local stakeholder collaborations to develop energy communities,
– Strengthening commitment to improving energy efficiency, particularly for the municipal building stock,
– Ensuring a balance between development and nature conservation,
– Raising awareness of climate risks and impacts,
– Promoting sustainable mobility and reducing reliance on private cars.

As the Enercracy project moves into its second year, the theoretical becomes practical. During the next twelve months, the knowledge compiled in the Draft Model Catalogue of Measures for Energy Plans will be actively used to develop or update municipal climate and energy plans to enable energy communities and prosumerism, as well as to upscale the use of renewable energy. This article series highlights each municipality participating in piloting the Catalogue to enable local energy democracies. Tori municipality, together with the Tartu Regional Energy Agency and the Estonian National Work Group, developed within the Enercracy project, is responsible for developing the Tori Municipality Climate and Energy Action Plan.
