Call-Off for Phase 2 of the CCC PCP opens today
23 March 2026
The Creative Circular Cities project officially launches the Call-Off for Phase 2 of its Pre-Commercial Procurement (PCP) – the Prototype Development and Testing phase.
PCP means that public procurers challenge innovative players on the market, via an open, transparent, and competitive process, to develop new solutions for a technologically demanding mid- to long-term challenge that is in the public interest and requires new R&D services. This PCP call has invited entrepreneurs, start-ups, companies, academia, and other relevant stakeholders to develop a proposal for designing, developing, and testing solutions to challenges impeding the adoption of circular lifestyles in cities.
The PCP is run as a competition where multiple Suppliers go through two different PCP phases per lot: phase 1 – solution design and phase 2 – prototyping and testing. Ownership of the resulting solutions will remain with the Suppliers, not the Buyers Group, while granting each member of the Buyers Group rights of use and access to these results.
The Call-Off for Phase 2 takes place in parallel to Phase 1 – the solution design, during which five selected contractors developed and refined innovative solution concepts addressing circular lifestyles in cities. During Phase 1, these contractors participated in a kick-off meeting, produced solution abstracts, and worked closely with the Buyers Group through mentoring sessions to strengthen their proposals.
The newly opened Call-Off invites contractors from Phase 1 to submit offers for Phase 2, focusing on developing and testing prototypes in real-life environments. This marks a key step in advancing innovative, research-driven solutions that support the transition to more sustainable and circular urban living.
Participation in this Call-Off is restricted to invited contractors who have successfully completed Phase 1.
