Zemgale Region Maps Pathways for Green Industrial Area Development

A new study on the Potential and Development of Green Industrial Areas in the Zemgale Planning Region highlights strong opportunities to accelerate climate-neutral industrial development in Latvia. The analysis assesses existing and potential industrial zones, evaluates readiness for green certification, and aligns regional planning with EU climate and industrial policies.
The study identifies multiple promising locations across Zemgale, including industrial parks in Jelgava, Bauska, Dobele, Aizkraukle and Jēkabpils municipalities. These sites were evaluated using GreenIndustrialAreas project criteria such as energy efficiency, CO₂ reduction, circular economy practices, biodiversity protection and industrial cooperation. Spatial mapping was developed to support strategic planning and investment decisions.
At the policy level, the report links regional development to the European Green Deal and the Net-Zero Industry Act, recommending stronger integration of clean technology production, industrial symbiosis and net-zero emission valleys into planning frameworks. The study also underlines the importance of cooperation with national investment agencies and faster permitting processes to attract sustainable investments.
In addition, international certification frameworks such as Eco-Industrial Parks (UNIDO), DGNB, BREEAM and LEED were analysed, confirming that structured green certification can increase investor confidence, improve competitiveness and support long-term sustainability goals. The GreenIndustrialAreas certification approach is seen as a strong opportunity to strengthen Latvia’s transition towards climate-neutral industrial development.
