The international project “Green Industrial Areas”, implemented within the INTERREG Baltic Sea Region Programme 2021–2027, supports the development of environmentally friendly and energy-efficient industrial areas. Over three years, project partners from several European countries developed practical guidelines and a common certification approach to reduce CO₂ emissions, promote renewable energy use, and support smart energy management in industrial zones.
Technical details

A key objective of the project was to create a shared standard for green industrial area certification, serving as a quality and credibility label to support sustainable development and attract businesses and investments. The developed approach was tested in six pilot industrial areas across the Baltic Sea Region. In Latvia, the project was implemented by the Zemgale Planning Region and the Ministry of Smart Administration and Regional Development, with SIA “Laflora” selected as a pilot territory in the Zemgale region.

In addition, the Zemgale Planning Region conducted a study on the current situation and development potential of green industrial areas, including opportunities for renewable energy use. The project results provide practical support for municipalities, companies, and public authorities in planning sustainable industrial areas, strengthening regional energy independence, and promoting long-term, climate-neutral industrial development in Latvia and the Baltic Sea Region.

As emphasized by Raitis Madžulis, project manager of the Zemgale Planning Region, the project is important for the long-term development of the region: “Such a project is essential for the development of the Zemgale region, because every municipality has plans or is currently in the process of developing industrial zones that aim to achieve climate neutrality. While implementing the study, we have identified such territories with the aim of promoting the development of green industrial zones in Zemgale and assessing the possibilities of implementing a green certificate, taking into account the principles of sustainable and climate neutral development policy. The study analyzes the current situation in the region’s industrial zones, their development potential and investment attraction opportunities.” The study is publicly available (in Latvian): https://www.zemgale.lv/lv/media/6149/download?attachment
