To achieve the EU's green transition goals, it is necessary to develop renewable energy (RE) activities at the local level and to introduce new energy systems - local production+ consumption with the participation of citizens. Citizens, local governments, SMEs etc. must cooperate in this, and their capacity to implement green transition activities must increase significantly. Citizens and local governments have been encouraged to create local energy communities (EC), f.e. StartSun project is on-going with the support of the Interreg BSR program, during which a practical EC Start-up Package will be developed (using practical experiences of pilots). But it is important to simultaneously develop the necessary operating environment and local strategic framework, i.e. energy and climate plans (ECP) of municipalities. Enercracy project will tackle the lack of local municipalities experience and knowledge, how to create a supportive framework in local ECP for local community RE and enable the activities of prosumers in the region, and what measures to take to encourage communities to act in the energy field. In Enercracy project, local ECP.s for 5 municipalities in 5 countries will be developed/ upgraded with the special focus on EC and prosumers. Based on pilot experiences plus PP-s previous knowledge, a Model Catalogue of Measures will be developed providing a detailed and thorough information for follower municipalities in partner countries as well as all BSR countries.
