Towards Flood-Resilient Cities — Powered by Data and People
Imagine cities that don’t just withstand floods but adapt, respond, and thrive in the face of them. That vision is no longer distant. It’s happening now.
At the heart of this transformation lies a powerful combination: data-driven insight and active citizen engagement. Together, they are reshaping how urban environments prepare for and respond to climate challenges.
What’s already in motion?
Built for impact, designed for sharing
Every solution we are developing will be created with transferability in mind simple to adopt, easy to replicate, and ready to scale across cities and contexts. Think of it as a plug-and-play model for resilience, built to travel.

Because resilient cities are not built alone they are co-created.
BALTFLOODS enhances local flood preparedness by combining real‑time environmental monitoring with citizen participation, helping municipalities respond faster and mitigate stormwater pollution.
The project delivers a set of integrated, data-driven solutions to strengthen urban flood resilience, demonstrated across pilot cities, City of Lappeenranta and Gjøvik municipality. At its core are operational monitoring solutions that continuously track stormwater quality and quantity, providing real-time data to enable early detection and timely intervention.
These monitoring efforts are connected through an integrated data platform, which serves as a central hub for collecting, processing, analysing, and sharing data from multiple sources. These include remote sensing technologies, continuous monitoring sensors, existing data systems and measurements collected through citizen science. The platform provides consolidated, actionable insights to support informed decision-making in the pilot cities.
To complement technological solutions, a web-based citizen application will be developed to actively involve communities. This tool enables citizens to contribute observations and data, strengthening monitoring coverage and fostering engagement in local flood resilience efforts.
All solutions will be designed and validated in the pilot cities, with a strong focus on transferability and scalability, ensuring they can be easily replicated and adopted in other urban contexts.
