Technical details

From October 20–24, participants from three international projects — Felicity II, RenoWave, and DeveloPPP — gathered in Estonia for a joint study tour bringing together experts from Germany, Ukraine, Lithuania, Sweden, and Estonia.

Organized by the Initiative Wohnungswirtschaft Osteuropa (IWO), the visit offered participants a closer look at how energy-efficient apartment building renovation is advancing in Estonia. The programme included discussions on project management, support schemes, and factory-based reconstruction, as well as visits to renovated buildings and prefabrication facilities.

On October 23, the group met in Tartu, where Siim Meeliste and Jaanus Mark, international project managers of RenoWave at the Võrumaa Development Centre, shared insights into local renovation efforts in Võru County. They presented the Homeowners’ Forum, a hands-on initiative that helps residents navigate the renovation process and inspires others to take action.

The Tartu Regional Energy Agency (TREA) and Tartu City Government also shared inspiring examples of how housing associations in Tartu are leading the way with energy-efficient renovation projects.

The study tour served as a great opportunity to exchange experience, build new connections, and see how shared challenges can lead to innovative local solutions.
