On November 3, Jaanus Mark, project manager of RenoWave at the Võrumaa Development Centre, took part in Renovate Europe Day 2025 — a high-level renovation event held in Copenhagen, Denmark. The conference gathered representatives of EU institutions, members of the European Parliament, national and local authorities, industry leaders, and renovation practitioners from across Europe to discuss how to accelerate energy-efficient building renovation and make housing more sustainable and affordable.

Renovate Europe Day this year placed a strong emphasis on collaboration between policymakers and practitioners. Discussions highlighted that Europe will only meet its climate and energy security goals if renovation efforts are significantly scaled up, supported by stable policy frameworks and strong cooperation across sectors and regions.

The event was opened by Dan Jørgensen, European Commissioner for Energy and Housing, who outlined the importance of renovation in improving energy performance and living conditions across Europe. He also noted that the European Commission will introduce a new post-2030 energy efficiency framework in 2026, giving organisations and the construction sector more predictability for planning and investment.

Throughout the day, speakers discussed renovation of both apartment buildings and public buildings, new approaches such as factory-based reconstruction, and the need to strengthen skills and capacity in the construction sector. Industry representatives from Knauf, Hansgrohe Group, Rockwool, and Velux presented how they are developing more energy-efficient building solutions to support future renovation needs.

In the parallel session discussions, Jaanus Mark introduced the Interreg BSR RenoWave project, focusing on activities taking place in Võru County. Participants showed particular interest in:

  • The Homeowners’ Forums, which help apartment associations better understand the renovation process;

  • Sharing of good practices among local renovation actors;

  • The development of a One-Stop-Shop (OSS) model that supports apartment building renovation.

The RenoWave OSS Guideline, created to help service providers work more effectively with housing associations, received especially positive feedback. The guideline and other project materials are publicly available at: https://interreg-baltic.eu/project/renowave/.

The day concluded with site visits, showing how building renovation can improve comfort, reduce energy consumption, and increase affordability, supporting the broader energy transition.

“Participating in the event was a valuable opportunity to present RenoWave’s work internationally and to connect with organisations tackling similar challenges across Europe,” said Jaanus Mark. “It confirmed that we are moving in the right direction and strengthened our network for future cooperation.”

Key takeaways from REDay 2025:

  • Renovation is essential for Europe’s energy security, competitiveness, and climate goals.

  • Stable and predictable policy frameworks are necessary to maintain momentum.

  • Simplifying procedures can accelerate renovation.

  • Strong collaboration across countries and sectors remains crucial.
