Municipal employees learn the basic principles of organizing evacuation centers

09 April 2026
On March 19, the Jelgava Digital Center, in cooperation with the Latvian Red Cross Society and the State Fire and Rescue Service, organized a one-day training course “Basic Principles of Organizing Evacuation Centers” as part of the project “CREWS: Improving Disaster Risk Reduction Capabilities by Promoting Public and Civil Sector Cooperation.”
Technical details

Civil defense specialists from the city of Jelgava and the Jelgava region, representatives of the Municipal Police, heads of educational institutions of the Jelgava municipality, and support staff participated in the training to strengthen their knowledge of resources available to institutions for ensuring evacuation and skills in using them in various crisis situations.

Participants of the event discussed emergency preparedness, possible accident scenarios, and standards for organizing evacuation centers. Through practical group work, they developed evacuation center planning skills, followed by group work presentations and analysis of conclusions.

The training revealed that, although people are informed about actions in various crisis situations, there is a need to further strengthen the cooperation capabilities of local government institutions. Participants recognized that such training is an important preparatory stage, providing basic knowledge on how to organize the operation of evacuation points. At the end of the day, there was a common mood among the participants – learning and preventively preparing for potential crises is extremely important, but it is hoped that the knowledge gained will not need to be applied in practice.

The CREWS project addresses the growing need to strengthen disaster risk reduction (DRR) capacities in the Baltic Sea Region. By leveraging the potential of civil society, CREWS promotes the involvement of local communities and helps bridge the gap between official institutions and informal actors in crisis situations: CREWS: Improving disaster risk reduction capacities by promoting public-civil sector cooperation – Jelgava
