Climate Budget Training Course: Kick-Off and Module 2

On 2nd of December 2025 a joint-webinar by UBC TALKS and Climate-4-CAST brought together city representatives, researchers and climate governance experts to explore how climate budgeting can support cities in reaching their climate neutrality goals. The event marked the official launch of the new Climate Budget Training Course, a webinar event series which empowers users to strengthen local capacities for integrating climate targets into municipal budgeting and decision-making processes.

The webinar opened with an introduction by Mariia Andreeva from the UBC Sustainable Cities Commission and Donald Alimi from HafenCity University Hamburg. Then, Jörg Knieling, also from HafenCity University Hamburg, followed with a presentation on urban climate governance.

Two city experiences with climate budgeting formed a central part of the programme. Mia Johansson presented Espoo’s approach to climate budgeting, while Mads Bæk Pedersen and Amalie Ellegaard Møller shared insights from Aarhus. These case studies illustrated both the challenges and opportunities cities encounter when implementing methods of climate budgeting. Following this, Michael Mechenich from Kausal Ltd. introduced the Climate Action Decision Support (CADS) Tool, which enables cities to assess the climate impacts of policy measures and supports evidence-based decision-making.

The webinar concluded with Olena Zinchuk from the UBC Sustainable Cities Commission, who invites to participate in the newly launched Climate Budget Training Course offered by Climate-4-CAST project. The course started with Module 1 on the 2nd of December 2025 and continues with Module 2 on the 29th of January 2026. Further modules are scheduled to take place throughout 2026, offering participating cities continued learning opportunities, peer exchange and hands-on guidance to develop and implement effective climate budgets.
