Technical details

From 20 to 22 May 2025, partners from the Climate-4-CAST project joined the Interreg Baltic Sea Region Programme Conference in Tampere, Finland, where they joined policy-makers, project teams, and programme representatives to share experiences and ideas for a greener, more resilient region.

A key moment for the project came with the Parallel Study Visit titled “Climate Management and Climate Budgeting Practices in BSR Cities, hosted by Climate-4-CAST. Held in the Siluetti meeting room at the Tampere Bus Station—a venue known for urban development and planning events—the 3-hour session welcomed participants into the world of municipal climate action.

The visit offered a deep dive into the project’s pilot cities—Tampere (FI), Riga (LV), and Östersund (SE)—each presenting how they are working toward climate neutrality using practical tools and strategic frameworks. The spotlight was on the Climate Action Decision Support (CADS) Tool, which is currently being co-developed and tested within the project.

Participants heard first-hand from city representatives and climate experts about how climate budgeting is being implemented in practice, how internal coordination and political leadership play a role, and how knowledge and experiences shared across borders can lead to better, more robust solutions. The session also included interactive moments for reflection and discussion, sparking useful feedback for the next steps of the project development.

In addition to the study visit, Climate-4-CAST also shared its insights during the Interreg Labs – The Alchemy Masterclass session, which explored how Interreg projects catalyse policy innovation and promote knowledge transfer beyond borders. Here, the project highlighted how its transnational partnership strengthens the development of tools and practices that can be adapted by municipalities across the Baltic Sea region.

Overall, the conference was a great opportunity for Climate-4-CAST to connect with other projects, exchange with peers, and showcase how cities are not only planning for climate neutrality—but also developing the tools needed to get there faster.
