Publication: Results from Three Replicator Cities
12 January 2026
The deliverable report “Result transfer of the CITYAM solutions in the three Replicator cities” serves as a comprehensive guide for replicating Urban Air Mobility (UAM) solutions in replicator cities – Riga, Tartu, and Gdansk. It presents the results of the CITYAM project’s replication activities, focusing on transferring Urban Air Mobility (UAM) solutions from lead cities to the replicator cities of Riga, Tartu, and Gdańsk. Building on two years of piloting and planning, the document outlines how tools, methodologies, and lessons learned were adapted to local contexts to support responsible, safe, and publicly accepted drone integration in urban environments.
Key outcomes include the replication of a collaborative drone landing site planning GIS tool, the piloting of practical UAM use cases such as traffic monitoring, safety audits, and crisis management, and the application of a Public Acceptance Toolkit to assess citizens’ attitudes toward drone use. The report also highlights extensive capacity-building efforts within municipal administrations and the integration of UAM considerations into local policies, strategies, and mobility plans.
Overall, the report demonstrates that structured knowledge transfer, strong stakeholder engagement, and transparent public communication are essential for successful UAM replication. While focused on the three CITYAM replicator cities, the findings and approaches provide valuable guidance for other cities across the Baltic Sea Region and beyond that are preparing for sustainable urban drone operations.
