Measuring Public Acceptance of Drones – Toolkit to Help Cities

13 March 2025
The Public Acceptance Toolkit provides cities with a valuable asset for gauging public opinions on urban air mobility. This toolkit has been tested in six European cities and is available in seven languages.
Technical details

A Public Acceptance Toolkit, designed to measure citizen sentiment towards drone technology and related infrastructure (Urban Air Mobility), is now available for public use. The data collected via the questionnaire modules can reveal how receptive local residents are to the presence of drones and other urban air mobility solutions in their city, as well as their preferred applications. The questions address key concerns such as safety, security, privacy, noise, and visual pollution, along with the acceptability of various drone use cases and landing site locations. The toolkit is aimed at cities across Europe. The cities can choose form the modules which once they find useful.

Additionally, the toolkit includes a module with use case-specific sections, tailored to the aspects of drone pilots being implemented by CITYAM partner cities and other stakeholders in the Baltic Sea Region. These pilots have explored the use of drones for surveillance in port areas, geese herding on beaches, and emergency water rescue.

Developed as part of the CITYAM project, the toolkit has been tested in six countries: Finland, Sweden, Estonia, Germany, Poland, and Latvia. Consequently, the questionnaire is currently available in English, Finnish, Swedish, German, Estonian, Latvian, and Polish.

Tallinn University of Technology was responsible for creating and developing the survey.
