Latvian pilot demonstrated that refugee and migrant women benefit most when incubation programmes combine personalised guidance, flexible structure, practical skills training and continuous follow-up support. The integration of local authorities, NGOs and community networks amplified the programme’s reach, while the hands-on workshops made early business steps achievable.
