The H2Deri@BSP Port Residents Communications Strategy addresses this critical dimension by providing ports with a structured approach to engage residential communities across the Baltic Sea Region.

A shared challenge across the Baltic Sea Region

Across partner countries, port authorities face a common issue: local concerns, limited awareness, and potential resistance to new energy infrastructure. Misunderstandings around safety, environmental impact, and industrial activities can lead to delays, objections, and prolonged permitting processes. The deliverable brings together transnational insights and best practices, highlighting that early, transparent, and continuous communication is essential to avoid conflict and build long-term acceptance.

From information to trust: a structured communication approach

The strategy is designed as a practical guideline for ports and investors, supporting communication before and during project implementation. It is built around three core objectives:

• Informing residents with clear, accessible, and fact-based information
• Building trust through transparency, consistency, and openness
• Encouraging support by highlighting local and regional benefits

To achieve this, the strategy defines key messages that address the most relevant concerns and expectations, particularly safety, environmental performance, and economic impact. It would ensure communication is both credible and relevant to local communities.

Targeted engagement and effective communication tools

Recognising that different stakeholders require different approaches, the strategy identifies key target audiences, including residents, media, and emergency services. It outlines a mix of communication channels, from public meetings and digital platforms to newsletters, flyers, and dedicated contact points, enabling both broad outreach and direct dialogue.

A strong focus is placed on two-way communication, ensuring that feedback, concerns, and local knowledge are actively integrated into project development.

From planning to implementation and continuous improvement
