At Punkt 11, the pilot explores how a flexible cultural and creative space can encourage smarter energy use through user engagement, shared responsibility and creative participation. Punkt 11 is located on the ground floor of a tenement building in the city centre of Bielsko-Biała. It operates under the Bielsko Cultural Centre and is designed for young people, artists and local communities. The space hosts art exhibitions, workshops, concerts, film screenings and debates, and is used flexibly depending on events and community needs. The building was constructed in 1890 and has a total area of 112 m².

Key aspects of the pilot:

  • User engagement and co-creation: The pilot addresses unclear responsibilities and diffuse accountability by involving users in a horizontal structure, where users can act as co-organisers. The approach is based on peer groups, informal exchange, quick feedback loops, autonomy and authorship. To address motivation and incentive structures, the pilot will emphasise creative freedom and visibility. Users should be able to see their ideas in action, supported by informal social media, rather than rigid rules.
  • Participatory activities: Planned activities include open calls for user-led events, skill-sharing sessions, participatory planning of space use and creative campaigns for smart energy use. Users may also be involved in shaping eco-guidelines and contributing to visual communication such as posters or signage.

The pilot is conducted by Flip-EC project partner Regional Development Agency in Bielsko-Biała (ARRSA).
