Biržai District Municipality Administration building on Vytautas street

The administration building on Vytautas Street in Biržai is implementing a pilot focused on strengthening the role model function of local authorities and improving cooperation between public sector employees and building users. The pilot addresses challenges related to unclear decision-making and operational structures and the need for more effective communication on energy-saving measures. The building was constructed in 1935 and has a total area of 1,500.69 m².
Key aspects of the pilot:
- Engagement with facility staff: Bi-monthly meetings will be held with caretakers, janitors and cleaning staff to discuss the current condition of the building and the energy-related issues they observe while working in the facility. The meetings will be documented through minutes and photos to track discussions and outcomes.
- Information and awareness-raising: For six months, monthly newsletters will be sent out with relevant information on energy efficiency. The first and last newsletters will include a questionnaire to assess readers’ knowledge and awareness before and after the newsletter campaign.
- Monitoring: Progress will be monitored through dashboards and regular meetings, while participation data and feedback will be collected to adapt training and materials.
The pilot will help test how structured participation, regular communication, feedback collection and awareness-raising can support more effective energy management in a municipal administration building. The learnings will be consolidated into municipal policy templates and disseminated.
