Administration building at Mühlendamm /Kleiner Bauhof

The municipality administration building at Mühlendamm 12-14/Kleiner Bauhof 11 in Lübeck focuses on clarifying and, if necessary, adjusting procedures for changing heating control settings. The pilot addresses several interlinked challenges, including unclear responsibilities, diffuse accountability, information and communication gaps, and coordination difficulties. The building complex consists of three interconnected buildings and is also the workplace of the Team Energy Management within the Department of Building Management. House 1 at Mühlendamm 10–12 was constructed in 1881/1927, House 2 at Mühlendamm 14 in 1949, and House 3 at Kleiner Bauhof 11 in 1962.

Key aspects of the pilot:

  • Clarifying the heating control process: The pilot will identify and document the existing energy management process for adjusting heating control settings.
  • Roles, responsibilities and task-sharing: The pilot aims to clarify roles, tasks and responsibilities among the involved target groups. This includes addressing process inefficiencies and workload issues through better task-sharing, as well as enabling more building users and administrators to adjust heating control settings in line with energy-saving objectives.
  • Communication, training and participation: A multi-perspective team will be set up to support the pilot process. Activities include monthly meetings, training, preparation of tools such as responsibility matrices and role cards, and improved communication within and between the involved target groups. A peer-to-peer communication challenge, a communication campaign and “Warm Sweater Days” are planned to increase visibility and support wider participation.
