ACTIVATE BSR

The project ACTIVATE BSR brings together smaller municipalities, youth organisations and young people across the Baltic Sea region to develop strategies to counter hate speech and disinformation, build trust and give youth a stronger voice in local decision-making.
Project summary

ACTIVATE BSR tackles the growing challenge of hate speech, digital disinformation, and youth disengagement in especially rural areas of the BSR—issues that erode trust, polarise communities, and weaken democratic resilience. The project empowers youth organisations and local municipalities to work together through capacity-building, structured cooperation, and co-created resilience strategies that link digital and democratic resilience. Civil servants and youth workers often lack tested tools to counter disinformation and engage young people in governance. ACTIVATE BSR fills this gap by developing the ACTIVATE Manual, a practical curriculum and toolkit co-created and piloted across partner countries. It equips municipalities and youth actors with adaptable training materials, cooperation frameworks, and guidance for local resilience strategies. The project connects local pilots to regional networks such as the CBSS, BSR Youth Forum, and BSSSC, ensuring transnational learning and long-term policy relevance. Inspired by ideas developed during the CBSS Youth Ministerial 2025 in Tallinn, the project translates youth-led recommendations into action. By embedding youth participation in rural governance and aligning with the EU Youth Strategy, the UN Youth, Peace and Security Agenda, and EUSBSR policy areas Culture, Education, and Secure, ACTIVATE BSR delivers a transferable, sustainable model for building democratic resilience across the Baltic Sea Region.
