Living Coast
The project Living Coast brings together municipalities, NGOs, schools and small businesses in Estonia, Denmark and Sweden to transform underused harbour spaces into community-led Coastal Living Labs where seaweed cultivation, education and local innovation create new economic opportunities and stronger, more resilient coastal communities.
Small coastal communities face declining fisheries, underused harbour facilities, and limited alternatives for local development. Municipalities, SMEs, schools, and NGOs often wish to test new blue economy solutions but lack spaces, resources, and cross-border experience. As a result, opportunities in marine production and citizen engagement remain untapped. Living Coast tackles this challenge by creating Coastal Living Labs in Estonia, Denmark, and Sweden. In each site, partners screen and adapt underused harbour buildings into multifunctional pilot spaces where seaweed can be cultivated, processed, and marketed as new local products. Alongside production, the Labs act as places for education and citizen science, involving residents, schools, and SMEs in co-creation. The partnership unites local NGOs, business support organisations, and education specialists. Though some partners are small NGOs, staff roles are formalised and secured to ensure compliance with Programme rules. The project outputs – pilot facilities, product prototypes, school modules, engagement events, and a practical handbook – lower the barriers for small communities to test bioeconomy solutions. Outcomes reach beyond the pilots: other coastal towns can learn how to reuse harbour buildings, start seaweed production, and involve citizens in sustainable innovation. This creates new value chains and strengthens the resilience and liveability of small coastal communities across the Baltic Sea Region.
