
H2-Derivatives port residential communication strategy

The purpose of this deliverable is to summarize the situations in the partner countries and to find a good strategy how the port residential communities can be properly informed and encouraged to welcome the green H2-Derivative activities in Baltic Sea Region (BSR) ports. The goal is to provide port authorities and enterprises investing in ports to store or handle H2 derivatives, with a comprehensive and balanced Communication Strategy towards residents. The principal challenge to take residents on board before- and during port infrastructure investments is a common challenge in all BSR countries. Thus, the jointly developed communications strategy in a transnational setting brings together pan-Baltic experience and best practice valuable for Port Authorities in the BSR.
The communication strategy would ideally create support among residents but at least supports to hinder long-lasting protests and objections leading to lengthy proceedings, based on false information. The Port Residential Communication Strategy will be in the form of a clear guideline, with an extended structure on all relevant topics like:
- Objectives to set the goal on: Informing Residents, Building Trust, and Encouraging Support
- Key Messages and information which should be part of the communication strategy, such as: Safety First, Environmental Benefits, and Economic Impact
- Identification of Target Audiences, such as: Port Residents, Media, and Emergency services
- Communication Channels to reach the audience: Public Meetings, Port Website and
- Social media, Newsletters, Flyers, and Hotlines
- Implementation Plan to put the communication strategy into operation such as: Initial Outreach, Ongoing Engagement, Feedback Mechanisms, and Crisis Communication
- Evaluation and Adaptation for further improvements by: Monitoring Feedback, Adjustment of Messaging, and Reporting of Progress
