Accessibility statement
The Interreg Baltic Sea Region Programme is committed to making its website and services accessible to everyone. We are continuously improving the user experience and applying relevant accessibility standards. This accessibility statement applies to the website (www.interreg-baltic.eu) operated by the Managing Authority/Joint Secretariat of the Interreg Baltic Sea Region Programme, hosted by Investitionsbank Schleswig-Holstein.
Compliance status
The Web Content Accessibility Guidelines (WCAG) define requirements to improve the accessibility of websites and services for persons with disabilities. The guidelines define three levels of conformance: Level A, Level AA, and Level AAA.
The Interreg Baltic Sea Region Programme website www.interreg-baltic.eu is partially compliant with conformance level AA of the Web Content Accessibility Guidelines – WCAG 2.1 and the applicable European standard EN 301 549 V2.1.2 (2018-08), respectively. Partially compliant means that some parts of the content do not fully conform to the accessibility standards.
Aspects partially compliant with accessibilty regulations
- Not all non-text content that is presented to the user has a text alternative that serves the equivalent purpose (1.1 Non-text Content).
- The Audio description is not provided for all pre-recorded video content in synchronised media. (1.2.5 Audio description)
- Not all headlines are in a sequentially-descending order (1.3.2 Meaningful Sequence)
- Not all content can be presented without loss of information or functionality when using the zoom function (1.4.10 Reflow)
- Some labels and visual structure elements do not respect minimum contrast (1.4.3 Contrast (Minimum))
- The order of elements accessed by keyboard navigation does not always correspond with the logical reading order (2.4.3 Focus Order)
- Not for all links the purpose can be identified from link text alone (2.4.9 Link Purpose)
PDF files
Some text-based PDF documents created by us and published before November 2023 are not fully compliant with the accessibility requirements. Due to the large number of documents published on this website, we are revising the documents gradually. We strive to ensure that new PDF non-interactive documents published from January 2024 will be barrier-free.
Interactive PDF forms published on this website are non-accessible for the following reason:Â
- Disproportionate burden, in accordance to Article 5 of Directive (EU) 2016/2102 and especially considering Article 5.2 (b) of Directive (EU) 2016/2102
Only a restricted number of website users are requested to fill up the interactive forms. Therefore, we expect a limited number of disabled persons who would use the forms. Due to a disproportionate burden exemption provision related to the need of setting up an alternative system, our interactive PDF forms remain non-accessible. However, we will provide access to non-interactive versions of these forms on this website.
Third party content
Please note that our website contains links to external websites or documents created by third parties that we do not control. We cannot provide any statement on the compliance with accessibility standards for these external websites or documents.
In addition, this website contains content published by third parties, in particular on individual project pages in the project library (www.interreg-baltic.eu/projects), on the project news page (www.interreg-baltic.eu/projects/project-news) and on the project events page (www.interreg-baltic.eu/projects/project-events/). We do not assume any responsibility for the published content and, consequently, whether the documents and other content published on these pages comply with the accessibility regulations. In the case of each project, it is the respective Lead Partner organisation that bears full responsibility for the published content. If you have any questions related to the project pages, please contact the respective project manager in the project – the contact data is always presented at the bottom of the project page.
The Lead Partners of projects will be reminded about the need to ensure compliance with the accessibility regulations.
Preparation of this accessibility statement
The evaluation of this website application’s accessibility and content published was conducted in the form of a self-assessment in accordance with WCAG 2.1, conformance level AA. The statement was last reviewed in November 2023.
