InnoCAPE
The European Commission has observed that when addressing the topic of so-called Industry 4.0 (fourth industrial revolution related to interconnectivity, automation, machine learning, and real-time data), many traditional sectors and small and medium-sized enterprisers (SMEs) are lagging behind. SMEs do not have in-house research and developed (R&D) resources like big industries, thus they need reliable partnerships and an ecosystem to enable digital transformation.
Digital innovation hubs
The InnoCAPE project helped public authorities create favourable conditions for digital innovation hubs (DIHs) that serve as intermediary bodies bringing together Research & Development and industry into digital industrial platforms. By bridging existing gaps, DIHs can efficiently implement Industry 4.0 policies, contribute to a better connected digital single market, and improve the competitiveness of the SMEs in the region.

Achievements
Digital Innovation Hubs (DIHs) and strategic development in the region
The InnoCAPE project has been strengthening the capacity of the Digital Innovation Hubs (DIHs) in the Baltic Sea region, which have become the new vehicle to implement digitalisation strategies and policies designed by respective public authorities. It designed a cooperation model to develop a digital innovation ecosystem in the region by exploiting the potential of the continuous digitalisation of value chains.
New cooperation model and assessment tool
The Ministry of Economics of the Republic of Latvia, later Sunrise Valley STP, were leading the development of the strategic guidelines for the development of DIHs in the Baltic states. InnoCAPE has been building and piloting the cooperation model which is contributing to the growth of the Baltic Sea region as a macro region. InnoCAPE DMA (Digital Maturity Assessment) tool was presented to the team of the European Commission Joint Research Centre, who are developing a DMA tool for European DIHs. The project partners used DMA in their daily activities and promoted it to the target groups. The tool enabled benchmarking of the countries across the region. Piloting the tool demonstrated how much information it was possible to retrieve from the market, also compare separate countries or sectors in the region. The collected data allowed to see how the companies are positioning themselves and how they compare to other companies in the sector.
The project initiated new partnerships among Baltic and Scandinavian DIHs, increasing the cooperation and potential for innovation. Macro-regional networking turned to reality thanks to guidelines for strategic development of Digital Innovation Hubs.
